Each neighborhood in Toledo is responsible for securing its own water source. Several surface-level intakes draw in groundwater and rainwater, channeling it through pumps and pipes into underground cisterns.
The water quality has always been poor and fluctuating, requiring active filtration to make it safe for consumption. However, a recent pungent smell and suspicious hue led some to believe the water was being contaminated beyond its usual levels.
Most of Toledo’s water intakes are located around The Dam, repurposing old infrastructure connected to its once-imposing reservoirs. The primary intake of the neighborhood of Speranza is located near the Flood Access Tunnel; the exact location where multiple barrels of pungent liquids just so happened to be found.
Speranza’s water supply was at one point found to be deliberately contaminated. It highlighted the need for alternate sources of drinking water. Celeste’s scouts located an underground cistern beneath the Spaceport; connected to the Dam’s reservoir through an elaborate network of pipes.
Connecting the cistern to Speranza’s water supply provided a temporary relief, allowing Raiders to drink, cook and wash while Shani tracked down those responsible for contaminating the water.
