Nestled deep below the Rust Belt, the underground city of Toledo is made up of a patchwork collection of secluded neighborhoods, known locally as contradas.
Though some infrastructure is shared, most of Toledo’s contradas are separated by distance and rubble; forming isolated communities looking out for their own.
Though the secluded neighborhoods are in many ways parallel societies, they've been known to begrudgingly collaborate when absolutely required. Most notably, the extensive Tube network is operated by a disparate network of Slingshot operators spread across the different neighborhoods, and maintenance is performed by mixed engineering crews from all over Toledo.
