Before being forced underground, the First Wave Raiders built an elaborate network of camps and structures scattered across the Rust Belt.
These makeshift camps served a wide variety of purpose, including as observation posts; first aid stations; discreet supply stashes; and cover from ARC's death and destruction. Over time, some camps became relatively comfortable living spaces.
When ARC returned during the Second Wave, society was forced underground, and the camps were all but abandoned. To some Raiders, it's considered blasphemous to scavenge from Raider camps, though others are happy to dismiss such reservations at the prospect of battle-tested gear.
In recent times, Shani has led an effort to re-establish surface outposts, serving now as discreet supply stashes and cover from fire, rather than long-term lodging.
