For as long as machines have fallen from the sky, those roaming Topside have referred to them by one name: ARC. Named for the arced shapes displayed on radar screens when they come in from orbit, ARC first came to Earth at the beginning of The First Wave, marking a sudden and devastating end to the hopeful era of Sunrise.
While Raiders can only speculate as to the exact nature of ARC's operations, they have been widely observed probing the soil in great numbers, before harvesting natural resources with devastating efficiency. When sudden changes in ARC's operations are observed, it is cause for grave concern.
Though efforts were made to contain the news, rumors soon started spreading throughout Speranza.
The same signal was later heard at the Red Tower Hideout in Buried City.
It is generally accepted that ARC's security forces constantly refine their designs and tactics in the face of new threats. This is especially apparent when comparing the rudimentary machines of the First Wave to the more sophisticated designs of the Second.
Raiders are caught in a constant arms race with their orbital foes; seeking to outwit them with advanced weaponry and more refined tactics.
Inventors across Toledo have sought to repurpose ARC's technology as a way to stay ahead, leading to the development of energy-based Shields, and various makeshift gadgets and grenades.
