During the era of Sunrise, a community of survivors settled around the Alcantara Dam, managed to achieve some semblance of organized society. Through trial, error, and the discovery of old documents, they managed to make some progress in areas such as food cultivation, construction methods, and the creation of rudimentary weapons.
When ARC's machines started falling from the skies during the First Wave, the settlers around The Dam banded togeather to form the first Raiders and defeated ARC, through at the cost of many lives. With most of their technological progress destroyed, when the Second Wave hit they opted to move underground for their own protection; settling in what would grow to be the sprawling city of Toledo.
