The Official Toledo Tubes Management (OTTM) is a powerful and aggressive organization that controls key junctions of the Tube network that extends from Toledo. The city of Toledo itself lacks a central government, and OTTM uses its influence to prevent any challengers to its control.
The Speranza Slingshots, a group or faction, rely on a junction controlled by the OTTM for their access to the Tubes in Speranza. Celeste, associated with the Speranza Slingshots, is forced to regularly pay tribute to the OTTM to keep access to the Tubes.
To free herself from the constant extortion by OTTM, Celeste enlists the help of the Raiders to retrieve a dead drop containing valuable information for a high-ranking member of the OTTM. Inside the drop, Celeste discovers that despite the OTTM's outward strength, their control over the Tubes is more vulnerable than it seems. If the dead drop’s contents are revealed, it could spark a successful rebellion from the residents of a single neighborhood, potentially leading to the overthrow of OTTM's dominance.
After Celeste secured the evidence at the Spaceport, she organized a tense meeting with the OTTM representatives. Expecting another tribute for continued use of "their" Tubes, the representatives arrived confidently, but left with clammier hands and worried expressions after the meeting.
The people of Speranza aren’t exactly sure how Celeste managed to negotiate free passage for the Speranza Slingshots through the Tubes. However, various rumors spread around the local cantinas, painting Celeste as a figure involved in everything from epic gunfights, romantic seduction, to infiltration and sabotage. One thing is clear: Celeste is a determined leader who will stop at nothing to ensure that her Raiders can carry out their work without interference.
