The Official Toledo Tubes Management, or OTTM, is a thuggish organization that controls several critical junctions in the Tubes network running through Toledo and extending outward into the world.

The city of Toledo does not possess a central government to provide any official sanctions, and the OTTM possesses enough influence and manpower to fend off any would-be challengers to its authority. The Speranza Slingshots pass through a junction controlled by the OTTM, and Celeste must frequently pay tribute to maintain the Raiders' access to the Tubes in Speranza.

In an effort to escape the constant extortion by the OTTM, Celeste enlisted Raider assistance to retrieve a dead drop intended for a high-ranking member of the organization.

From its contents, she discovered that despite their threats and projected strength, the OTTM's grip on the Tubes was much weaker than they let on. The dead drop hinted at tangible evidence that could expose their vulnerability. If discovered, it might be enough to rally even a single neighborhood into mounting a successful resistance and overthrowing the OTTM's control.

With the evidence acquired at the Spaceport, Celeste called a tense meeting with the OTTM. The representatives arrived with smug expressions, expecting yet another tribute for continued use of "their" Tubes. They left, however, with clammy hands and worried faces.

The people of Speranza aren’t exactly sure how Celeste secured free passage for the Speranza Slingshots, but a number of wild stories circulate around the local cantinas. Some speak of epic gunfights, others of romantic seduction, and a few whisper of infiltration and sabotage. One thing is certain: Celeste is a determined leader. She will do whatever it takes to ensure her Raiders can carry out their work without interference.
