You can recycle a Snap Hook to obtain the Power Rod in a pinch. Alternatively, the Power Generation Complex on Dam Battlegrounds can be searched for machinery that can be breached. They have an increased drop rate for Power Rods.
Dialog
Intro/Description:
The Official Toledo Tubes Management is demanding one of our Power Rods for usage of "their" Slingshot tubes. Don't let the name fool you, they're in no way official; just thugs with lots of power. Could you help me with this?
Upon Acceptance:
Thanks. Check around the generators for the Dam, and see if you can't scrounge up a Power Rod. We'll try to pass it off as one of our own.

Ugh... I was hoping I wouldn't have to involve someone else in this, but I'm out of options. I swear this is the last time they try and extort me like this...

Celeste here: If you're after that power rod I need, start by looking around the Generator Hall.
