After the arrival of the Nomadic Envoys brought rumours of a danger lurking beyond the Rust Belt, Celeste sought to entice a number of veteran Raiders to start establishing minor footholds beyond the confines of Toledo proper.
Combining knowledge of the First Wave's Raider camps with the Nomads' extensive knowledge of trails and camouflage, they were able to start establishing scattered Outposts in areas of the Rust Belt that had so far escaped ARC's attention.
With no immediate neighbors to endanger, some Raiders began using their Outposts to perform a wide variety of self-guided research tasks; ranging from the innately curious to the patently reckless.
