If the quest is active but the key card isn't in your inventory, you can grab a spare key card from the guard shack just inside the right tunnel entrance. There is a spare key card in a rations container on the floor.

Introduction:

Ever since we expanded the tunnels to the Blue Gate, some rare pieces have started appearing on the black market.

Meanwhile, I'm stuck here peddling battered old Rattlers. If I don't find new supply lines, I'll be left in the dust.
