Mantikor was an organization that handled security for both The Blue Gate and the Stella Montis facilities.

Their logo appears on Ruined Riot Shields that can been found all over Topside.
The Blue Gate
Mantikor had a very strong presence at The Blue Gate. Together with Guardia, they maintained a checkpoint with a reinforced gate controlling the tunnels leading deep into the mountains. Underground, they operated a fortified facility that included a confiscation room.
During the A Dead End quest, it is revealed that Mantikor shut down Project Heartwood. During this quest, the monitors in Mantikor's Monitoring Room play a recording containing shots of Stella Montis alongside a voice-over:
Project Heartwood representative of pioneering innovators. Turnkey solutions of rising ecological instability. The Board of Directors has today concluded that it did not meet the key performance indicated destabilization of our planet's ecological resources away from terrestrial solutions. We have instead set up new state of the art technologies to safeguard humanity's fearless spirit beyond the final frontier.

Stella Montis
Mantikor operatee the primary security checkpoint in the Stella Montis lobby. All locked doors within the facility are keyed exclusively to Mantikor keycards.
After completing the Fragmented Logs quest, a codex entry containing internal message between researchers at Stella Montis is unlocked. The messages reveal that Mantikor used to do routine checks around the facility as well as the fact that at least one of the researchers was wary of the presence of Mantikor at the facility:

cafeteria's serving chicken dijon. btw, did you see the mantikor people down in the lobby? feels like a bit much, doesn't it? we're all the way up in the mountains, so it's not like we should need all this security??
At the end of the proceeding quest, Furtive Meetings, Shani says that "it sounds like whatever [the researchers] were discussing wasn't exactly approved by the higher-ups."
