Guide

On Dam Battlegrounds at the Water Towers, there is a quest objective box directly beside a water tower that will give you a Deflated Football.

Dialog

Introduction:

Kids around here have been kicking empty grenade casings around. It's only a matter of time before they're not so empty.
So here's the plan: You help me with some prep work, and I'll set up an actual team for the young ones.

Upon Acceptance:

Some kiosks in Buried City stock football magazines, and there's supposed to be some makeshift goals near The Dam.

Idle:

The kids like to kick the casings into the vents as hard as they can, but apparently that's not how you play football.

Upon Entering Raid:

Apollo here. I hope I got the right frequency. See if you can get me what I need to set up a proper football league down here. I can't wait to learn how to perform a proper "Red Card".

Upon Completion:

Fantastic. Now I just need to field a team. Actually, make that two.
