One of the returning Raiders mentioned breaking open an odd looking container and finding books inside. That sounds like a good place to start.

Guide
There are many locations for the containers. This one is in a relatively low traffic area with easy access to the wind tunnel extract. You need to be on the 2nd floor in order to drop down to access it.
